In the aftermath of the Soviet withdrawal from Afghanistan in 1988 and the Cold War's twilight, Pakistan's foreign policy navigated a period of recalibration and uncertainty. The initial focus was on managing the fallout from the Afghan War. Pakistan grappled with the refugee crisis, the rise of Taliban extremism within Afghanistan, and the complex power dynamics in the region. President Benazir Bhutto, returning to power in 1988, emphasized economic diplomacy, seeking to diversify Pakistan's foreign partnerships and attract foreign investment. This period saw a renewed effort to improve relations with India, with some progress achieved on trade and cultural exchanges. However, the core issue of Kashmir remained unresolved, hindering a more substantial thaw. The collapse of the Soviet Union presented new opportunities for Pakistan to forge ties with former Soviet republics in Central Asia. However, these relationships remained nascent, with Pakistan struggling to compete with established regional powers like Russia and China. Despite a desire for a more independent foreign policy, Pakistan continued to maintain close ties with the United States, albeit with a reduced focus on Afghanistan. This period also saw a growing emphasis on nuclear deterrence, with Pakistan conducting its first nuclear test in 1998. This move drew international condemnation and sanctions, further isolating Pakistan. The military coup that brought General Pervez Musharraf to power in 1999 marked a significant shift. Musharraf sought to improve relations with the West, particularly the US, in the wake of the 9/11 attacks. Pakistan's cooperation in the US-led War on Terror offered a chance for a strategic reset. However, this alignment came at a cost, with Pakistan facing domestic criticism for its support of US operations in Afghanistan. By 2001, Pakistan's foreign policy found itself at a crossroads, grappling with the legacy of the Cold War, a complex relationship with the US, and ongoing regional tensions.
