Pak-U.S. Relations have been characterized by friendship and closeness, but they are cold and have failed to build stable relations. The history of Pak-U.S. relations was tumultuous. Sanctions according to the 1977 Symington Amendment:

This amendment in the Foreign Assistance Act and the Arms Export Control Act to declares that the technology of enhancing Uranium and nuclear weapons isn't permitted to develop or acquired. These restrictions remain in effect. But in 1994, the Glenn Amendment lifted Symington Amendment and provided the legal basis for the entire nation of Pakistan to import Uranium. However, the ring magnets cases (shipments between December 1994 and 1995) were the reason for the Symington Amendment limitation afresh.

 

Non-Statutory Sanctions:

The amendment was implemented following the Clinton international policy. It was enacted due to the nuclear tests in 1998 in Pakistan as well as the coup attempt in October 1999 in Pakistan. The amendment restricts military exchanges between military, and high-level exchanges are not allowed.
